under the guise of adding 15 to 20 feet of height for “rooftop amenities” to a small area where the city is promoting a luxury boutique hotel instead of housing for which it was zoned (zone b), the city council also increased building height limits along both sides of pacific avenue all the way up to the clock tower (zone a). it happened covertly, without transparency, input or discussion, ostensibly under the auspices of “cleaning up language in the general plan.” they never even mentioned it was happening.
